Orisinalitas dan Plagiarisme

Penulis harus memastikan bahwa Dokumen Kebijakan (Policy Brief, Policy Paper, Makalah Kebijakan) yang dikirimkan adalah karya orisinal. Segala bentuk plagiarisme, fabrikasi data, atau manipulasi informasi merupakan pelanggaran berat.

Akurasi Data Pemerintahan

Penulis bertanggung jawab penuh atas validitas data sektoral, statistik, metodologi, maupun regulasi daerah yang digunakan sebagai dasar analisis dalam dokumen yang disusun.

Kerahasiaan Negara dan Daerah

Penulis wajib memastikan bahwa materi yang disajikan tidak melanggar ketentuan Undang-Undang Keterbukaan Informasi Publik, khususnya terkait data rahasia daerah, rahasia negara, atau informasi kedinasan yang belum diizinkan untuk dipublikasikan secara umum.

Bebas dari Konflik Kepentingan

Penulis harus menyatakan secara transparan apabila terdapat benturan kepentingan (conflict of interest), baik secara politik, ekonomi, maupun kedinasan, yang dapat memengaruhi objektivitas rekomendasi dalam dokumen.

Ketentuan Penulisan Bersama

Setiap nama yang tercantum sebagai penulis harus berkontribusi secara signifikan dalam proses riset, telaah, atau penyusunan naskah dokumen tersebut.

Objektivitas Penilaian

Editor menilai naskah secara objektif berdasarkan relevansi topik dengan isu strategis Kabupaten Belitung Timur, kualitas metodologi analisis, serta ketajaman rekomendasi, tanpa memandang jabatan, pangkat, atau golongan penulis.

Kerahasiaan Naskah

Editor dan staf redaksi dilarang membocorkan informasi maupun draf naskah yang masuk kepada pihak mana pun, kecuali kepada tim penelaah (reviewer) yang ditunjuk secara resmi.

Keputusan Publikasi

Editor memiliki hak penuh untuk menerima, meminta revisi, atau menolak naskah berdasarkan hasil telaah tim pakar, demi menjaga mutu publikasi yang diterbitkan oleh pemerintah daerah.

Objektivitas Telaahan

Proses penelaahan (review) harus dilakukan secara profesional, netral, dan objektif. Kritik atau masukan terhadap naskah harus disampaikan secara jelas dengan argumen ilmiah yang mendukung.

Kontribusi terhadap Kebijakan

Penelaah bertugas membantu redaksi menilai apakah rekomendasi substansial yang diusulkan penulis bersifat aplikatif (feasible), memiliki dasar hukum yang kuat, dan berdampak positif bagi masyarakat Belitung Timur.

Ketepatan Waktu

Penelaah yang merasa tidak memiliki kompetensi sesuai topik naskah, atau tidak dapat menyelesaikan telaahan tepat waktu, wajib segera mengonfirmasi kepada Dewan Redaksi agar naskah dapat dialihkan ke pakar lain.

Akses Terbuka (Open Access)

Selaku badan hukum publik, Bapperida Kabupaten Belitung Timur menjamin bahwa seluruh Dokumen Kebijakan yang telah diterbitkan dapat diakses, dibaca, dan diunduh secara gratis oleh aparatur pemerintah, akademisi, maupun masyarakat luas demi kemajuan daerah.

Arsip Digital

Penerbit berkomitmen menjaga keberlanjutan aplikasi web dan memastikan pengarsipan digital seluruh volume terbitan tersimpan secara aman dan permanen.

Originality and Plagiarism

Authors must ensure that submitted Policy Documents (Policy Briefs, Policy Papers, Policy Memos) are their own original work. Any form of plagiarism, data fabrication, or manipulation of information constitutes a serious violation.

Accuracy of Government Data

Authors are fully responsible for the validity of sectoral data, statistics, methodology, and regional regulations used as the basis of analysis in the documents they prepare.

State and Regional Confidentiality

Authors must ensure that the material presented does not violate the Public Information Disclosure Law, particularly regarding confidential regional data, state secrets, or official information not yet authorised for public release.

Freedom from Conflict of Interest

Authors must transparently disclose any conflict of interest, whether political, economic, or official, that could affect the objectivity of the recommendations contained in the document.

Co-Authorship Requirements

Every individual listed as an author must have made a significant contribution to the research, review, or drafting process of the document.

Objectivity of Assessment

Editors evaluate manuscripts objectively, based on the relevance of the topic to East Belitung Regency's strategic issues, the quality of the analytical methodology, and the sharpness of the recommendations, regardless of the author's position, rank, or grade.

Confidentiality of Manuscripts

Editors and editorial staff are prohibited from disclosing information or draft manuscripts to any party other than the officially appointed reviewers.

Publication Decisions

Editors hold full authority to accept, request revisions to, or reject a manuscript based on the review team's findings, in order to safeguard the quality of publications issued by the regional government.

Objectivity of Review

The review process must be conducted professionally, neutrally, and objectively. Criticism or feedback on a manuscript must be clearly conveyed with supporting scholarly arguments.

Contribution to Policy

Reviewers assist the editorial board in assessing whether the substantive recommendations proposed by authors are feasible, grounded in a solid legal basis, and beneficial to the people of East Belitung.

Timeliness

Reviewers who feel they lack the competence relevant to a manuscript's topic, or who cannot complete their review on time, must promptly notify the editorial board so the manuscript can be reassigned to another expert.

Open Access

As a public legal entity, Bapperida East Belitung Regency guarantees that all published Policy Documents can be accessed, read, and downloaded free of charge by government officials, academics, and the general public, in support of regional development.

Digital Archiving

The Publisher is committed to maintaining the sustainability of the web application and ensuring that the digital archive of all published volumes is stored securely and permanently.
